僑外生畢業留台工作法規指南
為了協助僑外生順利在台灣展開職涯，我們整理了畢業後留台的兩大關鍵階段：「延期居留（緩衝期）」與「正式就業（工作許可）」。請詳細閱讀以下規範，確保您的居留與工作權益。
🕒 階段一：畢業後延期居留 (覓職期緩衝)
延期居留規定 (1+1 年模式)
畢業後，學校會通報移民署，您原本的居留證將在有效期限屆滿時失效。請務必在取得畢業證書後 15 天內，親自前往移民署辦理延期居留。
- 2 年緩衝期：畢業後最長可申請 1+1 年延期居留（第一年屆滿前需辦理展延）。
- 新制亮點 (2026/1/1 起)：取得副學士以上學位者，於延期居留期間免申請工作許可證即可自由工作，不受產業與職務限制，且無每月 NT$47,971 的薪資門檻限制。這意味著同學可以隨時開始上班，無須等待勞動部公文，大幅增加錄取與職務調整的彈性。

💼 階段二：正式就業 (申請工作證)
在延期居留 2 年屆滿前（或提早確認長期工作後），必須由雇主向勞動部申辦「工作證」，並將您的居留事由變更為「就業」。留台工作有以下兩種主要申請方式：
1. 評點制申請方式 (最常見)
- 適用對象：在台取得副學士以上學位的僑外生。
- 申請條件：依據 8 項指標評分，總分達 70 分以上即可申請。評點項目包含：學歷、薪資、實習經驗、語文能力（如 TOCFL 華語檢定）、職務資格、配合政府政策等。
2. 一般申請方式 (專門或技術性工作)
- 適用對象：具備特定專業資格或工作經驗的畢業生。
- 申請條件：大學畢業後具備 2 年以上相關工作經驗，或持有碩士以上學歷；或受聘於跨國企業並被指派來台等。
必須先找到公司錄取您，由公司作為申請人向勞動部提出申請。您不能自己達到 70 分就自行申請工作證，也不能先拿到工作證再開始找工作。
📌 畢業後健保與永居提醒
關於畢業後的健保 (NHI)
- 在學期間由學校代辦的健保，僅保到畢業當月為止。畢業後的隔月起即無健保資格。
- 請自行前往「健保署」或「戶籍地/居住地的區公所」加保（每月保費：826元）。
- 注意若未自行加保將產生欠費，健保署會於您日後就業時寄出追繳單。空窗期間若就醫，必須先自費支付全部醫療費用（日後補繳保費可憑收據申請退費）。
關於永久居留 (APRC)
工作居留滿 5 年，即可申請永久居留證。請注意：「延期居留期（覓職期）」不計入這 5 年的年資！若想早日取得永居，請提早找到工作並轉為「正式就業」身分。

Work Regulations in Taiwan for International Graduates
To help international graduates successfully start their careers in Taiwan, we have outlined the two key stages for staying in Taiwan after graduation: the "Residence Extension (Buffer Period)" and "Formal Employment (Work Permit)." Please read the following regulations carefully to ensure your residency and employment rights.
🕒 Stage 1: Post-Graduation Residence Extension (Job-Seeking)
Extension Rules (1+1 Year Scheme)
After graduation, your school will notify the National Immigration Agency (NIA), and your original ARC will expire at the end of its current validity period. You must apply in person for a residence extension at the NIA within 15 days after receiving your diploma.
- 2-Year Buffer Period: Graduates can apply for a "1+1" year residency extension (an extension must be applied for before the first year ends).
- New Policy (Starting Jan 1, 2026): Associate degree holders or higher are exempt from work permits and are free to work anywhere during their residency extension. You are not subject to industry restrictions or the NT$47,971 minimum monthly salary threshold. This means you can start working immediately without waiting for Ministry of Labor documents.

💼 Stage 2: Formal Employment (Applying for a Work Permit)
After the 2-year extension expires (or earlier if you find a stable job), your employer must apply for a Work Permit from the Ministry of Labor and update your ARC reason to "Employment." There are two main application routes:
1. Points-Based Application Route (Most Common)
- Target Applicants: International students who have obtained an associate degree or above in Taiwan.
- Requirements: Applicants must score at least 70 points based on 8 evaluation criteria, including educational background, salary level, internship experience, Chinese language proficiency (e.g., TOCFL), and professional qualifications.
2. General Application Route
- Target Applicants: Graduates with specific professional qualifications or relevant work experience.
- Requirements: Hold a bachelor's degree with at least 2 years of relevant work experience, possess a master's degree or higher, or be assigned to Taiwan by a multinational company.
You must first be hired by a company. The company is responsible for submitting the application on your behalf. You CANNOT apply for a work permit by yourself even if you score over 70 points, nor can you get a work permit first and then look for a job.
📌 NHI & APRC Reminders
National Health Insurance (NHI) After Graduation
- The NHI arranged by your university is valid only until the month of your graduation. From the month after graduation, you are no longer covered.
- You must apply for NHI on your own at the National Health Insurance Administration (NHIA) or your local district office (Monthly premium: NTD 826).
- Warning If you don't enroll, you will accumulate unpaid premiums, and the NHIA will send a bill once you start working. If you need medical care while uninsured, you must pay the full medical cost upfront (you can apply for a refund later after paying the back premiums).
Alien Permanent Resident Certificate (APRC)
You are eligible for an APRC after 5 years of work residency. Note: The "Extension Period (Job-seeking)" does NOT count toward this 5-year requirement! If you want an APRC sooner, switch to Formal Employment early.
