僑務委員會補助清寒僑生參加全民健康保險費用說明
一、目的與內容
為維護僑生健康，使在學僑生傷病時醫療獲得保障，僑務委員會訂有「僑生傷病醫療保險作業要點」。另為減輕清寒僑生生活負擔，俾其安心就學，符合全民健康保險法第九條第一款規定應參加健保之僑生，已來臺入學且家境清寒者，得檢附清寒證明文件向就讀學校申請，經審查符合資格後，其應自行負擔之保險費，將由僑委會補助 50%。
二、補助對象
已來臺入學且家境清寒之僑生、港澳生。
三、申請方式
- 僑生檢附清寒證明文件（外文須另附中文翻譯），向就讀學校申請，經審查符合資格者，健保費由僑委會補助一半。
- 2013年12月31日前已來臺入學之僑生免附清寒證明，請於註冊時提供 2013/12/31 前來臺就學證明即可辦理。
- 僑生如於 2014年1月1日以後來臺入學，升讀下一階段學程時，仍請重新提送清寒證明文件，向就讀學校申請。
四、清寒證明開立單位
(一) 一般性開立單位
- 僑居地留臺校友會所核發之證明。
- 來臺就學前一學程畢業學校所開立之證明文件。
- 僑居地同鄉會所開立之證明文件。
- 僑居地政府機構所開立之證明文件。
- 僑居地保薦單位所開立之證明文件（僑務委員會指定之保薦單位）。
- 我國政府機構開立之中低收入戶或低收入戶證明文件。
(二) 特定國家或地區具公信力之個人
- 香港：區議員開立之證明文件。
- 越南：村長、里長、黨（社、坊）人民委員會主席開立之證明文件。
- 馬來西亞：國會議員、州議員、市議員及村長（不含拿督）開立之證明文件。
- 印尼：
- 經鄰長 (Rukun Tetangga) 及里長 (Rukun Warga) 共同開立，再由村長 (Desa) 或鄉長 (Kelurahan) 擇一署名之證明。
- 由村長 (Desa) 或鄉長 (Kelurahan) 直接署名之證明。
(三) 其他經本會同意核可者
- 香港：香港房屋委員會。
- 澳門：
- 澳門特別行政區區政府學生福利基金。
- 澳門街坊會聯合總會、所屬各分會（如澳門水荷雀坊眾互助會）及所屬各社區中心（如望廈社區中心）。
- 澳門青年慈善會。
- 印尼：廖省印華百家姓協會 (PSMTI Riau)。
⚠️ 申請前溫馨提醒
符合申請條件之同學，請務必於「來臺前」在家鄉先準備好相關的清寒證明文件與中文翻譯，以免來臺後因文件不齊全而影響個人申請補助之權益。
OCAC Subsidies for Underprivileged Overseas Chinese Students' NHI Premiums
I. Purpose & Content
To safeguard the health of Overseas Chinese students and ease their financial burden, the Overseas Community Affairs Council (OCAC) provides a subsidy for the National Health Insurance (NHI) premium. Overseas Chinese students from low-income families enrolled in Taiwan who meet the NHI enrollment requirements may apply by submitting proof of financial hardship to the university. Upon approval, OCAC will subsidize 50% of their self-paid NHI premiums.
II. Eligibility
Overseas Chinese and Hong Kong/Macau students currently enrolled in Taiwan who come from low-income families.
III. Application Method
- Students must submit a valid Proof of Financial Hardship/Low-Income (documents in foreign languages must be accompanied by a Chinese translation) to the university. If approved, OCAC covers half of the NHI premium.
- Students who enrolled in Taiwan before December 31, 2013 are exempt from providing proof of low-income. Please provide proof of your pre-2013 enrollment during registration.
- For students who enrolled after January 1, 2014, if you are advancing to the next degree level (e.g., from Bachelor's to Master's), you must resubmit a new Proof of Financial Hardship to apply.
IV. Issuing Authorities for Proof of Financial Hardship
A. General Issuing Authorities
- Taiwan Alumni Association in the student's home country.
- The school from which the student graduated prior to studying in Taiwan.
- Hometown Association (Tongxianghui) in the home country.
- Government agencies in the home country.
- Recommendation unit authorized by the OCAC.
- Low-income or middle-to-low-income certificates issued by Taiwan government agencies.
B. Authorized Individuals in Specific Regions
- Hong Kong: District Councilors.
- Vietnam: Village Head, Ward Head, or Chairman of the Party (Commune/Ward) People's Committee.
- Malaysia: Member of Parliament (MP), State Assemblyman, City Councilor, or Village Head (excluding Datuk).
- Indonesia:
- Certificates jointly issued by the Neighborhood Head (RT) and Hamlet Head (RW), and signed by either the Village Head (Desa) or Sub-district Head (Kelurahan).
- Certificates directly signed by the Village Head (Desa) or Sub-district Head (Kelurahan).
C. Other OCAC-Approved Organizations
- Hong Kong: Hong Kong Housing Authority.
- Macau:
- Student Welfare Fund of the Macao SAR Government.
- General Union of Neighborhood Associations of Macau, its branches, and affiliated community centers.
- Macao Youth Charity Association.
- Indonesia: Paguyuban Sosial Marga Tionghoa Indonesia (PSMTI) Riau Chapter.
⚠️ Important Reminder Before Arrival
Eligible students are strongly advised to prepare the required Proof of Financial Hardship and its Chinese translation in your home country BEFORE arriving in Taiwan to ensure your subsidy application is not affected by incomplete documentation.
